Enhancing CRVS Through Legislative Advocacy, Funding Allocations, and Amplified Public Awareness Initiatives in Bangladesh

Nari Maitree, in collaboration with GHAI and Data for Health, has embarked on an initiative aimed at bolstering Bangladesh’s civil registration and vital statistics (CRVS) system. Building on the country’s existing commitment to better CRVS, including mandatory reporting of births and deaths within 45 days, this project highlights Nari Maitree’s advocacy role. Joining forces with other civil society groups, the project aims to push for important changes in public health data laws to create real improvements.

The project focuses on three key areas:

  1. Updating CRVS laws: The project works with lawmakers and policy experts to improve CRVS laws in Bangladesh.
  2. Increasing funding: The project seeks more and ongoing government funding for government departments responsible for CRVS, showing the country’s support for this important area.
  3. Raising awareness: The project uses media and public information campaigns to build political support and public demand for stronger CRVS laws.

By addressing challenges like political inaction and staff turnover, this project empowers civil society groups to promote better public health. It emphasizes people’s rights, focuses on vulnerable groups, increases transparency in CRVS processes, holds people accountable, and improves access to essential services. The overall goal is to strengthen CRVS laws for the benefit of all Bangladeshis.

Bangladesh’s current civil registration and vital statistics (CRVS) system is dispersed and inconsistent. Multiple laws govern different aspects of births, deaths, marriages, and identities, leading to gaps in data and services.

This project is set to improve the CRVS system by:

  1. Unifying laws: Combining existing laws into a comprehensive framework.
  2. Strengthening birth registration: Making birth registration mandatory within 45 days and enforcing penalties for late registration.
  3. Advocating for change: Working with government officials, civil society, and international partners to implement these changes.

Ultimately, the goal is to create a more efficient and effective CRVS system that benefits all Bangladeshi citizens.

Goal:

Objectives:

Objective 1: Advocate for CRVS Law Amendments

  • Identify key players: Map out influential individuals and groups within the government and parliament to understand their positions on CRVS.
  • Build support: Convene meetings with government agencies and stakeholders to garner support for revising CRVS laws.
  • Develop advocacy points: Collaborate with stakeholders to create strong arguments for improving CRVS policies.
  • Engage with lawmakers: Directly interact with legislators to discuss proposed changes and address their concerns.
  • Mobilize grassroots support: Identify and work with local leaders to promote CRVS reforms within communities.
  • Educate the public: Organize community events to inform people about the importance of CRVS and the need for better laws.

 

Objective 2: Secure Increased CRVS Funding

  • Identify key decision-makers: Map out government officials influential in budget allocation.
  • Make a strong case: Present compelling arguments and data to advocate for more CRVS funding.
  • Direct engagement: Meet with government authorities to propose increased funding for CRVS initiatives.
  • Build a coalition: Partner with other organizations to create a united front for increased CRVS investment.
  • Build capacity: Train government staff on the importance and impact of CRVS.

 

Objective 3: Amplify Pro-CRVS Voices

  • Create engaging content: Develop informative materials like articles and social media posts to promote CRVS.
  • Media outreach: Engage with journalists to share CRVS stories and advocate for legislative changes.
  • Leverage social media: Use online platforms to reach a wide audience and generate support for CRVS.
  • Train advocates: Equip individuals with communication skills to effectively promote CRVS.

Activities:

  • Conduct careful political mapping to identify key stakeholders, including potential political champions, and elevate the issue of CRVS prioritization within the government;
  • Arrange Inter-Ministerial and multi-stakeholders meetings with government agencies , particularly those responsible for CRVS, to gain their support for legislative changes;
  • Engage relevant stakeholders to craft advocacy points and recommendations for targeted revisions in CRVS policy, laws, and regulations, aimed at preparing for legislative engagement;
  • Schedule one-on-one and group meetings with legislators to discuss specific amendments and address their concerns or questions;
  • Identify and engage local community leaders, influencers, and stakeholders to serve as advocates for CRVS legislation at the grassroots level;
  • Organize community meetings, workshops, and information sessions in targeted districts and divisions to raise awareness about the importance of CRVS legislation and the proposed amendments;
  • Conduct thorough political mapping to identify key stakeholders and potential political champions;
  • Conduct policy dialogues to advocate for increased CRVS funding, emphasizing strategic alignment with priorities to address bottlenecks and ensure effective funding initiatives;
  • Arrange meetings with government authorities to present funding proposals and discuss the importance of increased investment in CRVS;
  • Collaborate with local and international partners, civil society organizations, and other stakeholders to build a strong coalition advocating for increased CRVS funding;
  • Conduct capacity-building workshops and training sessions for relevant government agencies to enhance understanding of the importance of CRVS and its potential impact;
  • Develop compelling and informative content, including articles, press releases, infographics, highlighting the importance of CRVS and its impact on public health and governance;
  • Organize press conferences, interviews, and media briefings to disseminate CRVS-related information, emphasizing its relevance and urging for legislative improvements;
  • Launch targeted social media campaigns and develop and disseminate IEC materials to raise awareness about CRVS, focusing on amplifying reach and impact through engaging content and relevant hashtags;
  • Conduct training sessions for advocates, activists, and influencers on effective messaging and storytelling techniques to communicate the importance of CRVS effectively.
